  1. ###  resetbans
  2.    resets the ban list on the channel you're currently viewing in
  3.    the console.  any bans on the channel that aren't in the ban
  4.    list (either the global list or the local channel ban list) will
  5.    be removed, and if there are any bans in the global ban list or
  6.    channel ban list that are not currently on the channel, they will
  7.    be added.
